Some issues with outlook has to be linked on the cached credentials.

Go to start > control panel > credential manager

Look in the part of general credentials.

This is the part where the vault is for stored password for outlook.

change the password in the credentials starting with: ms.outlook.xxx etc and change the passwords to the correct one or the latest password and try logof and on again. now start outlook and see if its connecting. if it does its fine if not, try to resolve password reset with your service desk or helpdesk and re enter the new password again in the credentials mentioned above and try those steps again
